Evaluate Instructor
Is it a good idea for students to evaluate instructor after a few weeks of instructions. In addition, compare final evaluation of instructor after completion of course. This can be used as a learning tool for the instructor.

Evaluation is always a good form of feedback. When performed by students, at various segments, it would be a valuable method for self improvement. In one sense, there can never be too much assessment of performance, even if the rater are students.

Student feedback is essential for the growth of an instructor. Each class dynamics vary, and an adjustment by the instructor will greatly enhance the performance of the students

Depends on school policy. Of course, any discussion should occur outside the classroom and away from students.

I do not allow cell phone use in my class at any time, during quizzes or lecture. If students have an emergency, I ask that they tell me and I will grant them permission to have their phone out, but on silent, and if it rings they are allowed to step out and answer it.

This sounds like a good policy. Many students are so linked to their phones these days for some, it's a difficult adjustment to make.
