Responding to low responders

When I get a low responder to open up, I always say good answer or that was very interesting, but consider... This seems to work as the low responders start to respond more often.

yes, when we ask them "to consider," they continue to think. This is a good thing. Thanks for the idea.

I've noticed this as well in my classes. The last thing a low responder needs is nonconstructive criticism. As instructors, we can open up the floor for participation by making comments such as "very interesting" or "let's consider...." as you noted. This type of response seems to help the student feel that their thoughts are worth responding to in the discussion board, which in turn should lead to a greater level of participation. This fosters the "warmth" of the online community to welcome everyone who is willing to be an active participant.
