Proof of High School document

If an student completed his/her High School education out of the USA territory and he/she can not proof a physical document. Can an attestation for Title IV approval and enrollment could be acceptable stating that he/she completed his High School in their own country?

This is a great question. Yes, if the institution determines whether the foreign secondary school credentials are evidence of completing the EQUIVALENT of a secondary education in the United States. Institutions that do not have the expertise to make that determination themselves may use a foreign diploma evaluation service. However this must align with your college's admission policy.
