Fluency and native language do have an impact on communication and learning. For example, if your students cannot understand what you are saying.....how can they possibly be given a true opportunity to learn (confusion and caos is the result). Consequently, the institution is responsible for creating an environment conducive to learning, not hindering it... regardless of course or program of study.
