Normally, I let things like this go by un-answered.  In this case, I make an exception.  The topic of this post is to inquire about the communication skills of a nurse educator.  The corrected version is below:

Do you think a nurse educator must have minimal knowlege of English and be tested as an effective speaker?  My opinion is definetly yes.  Not only that, he or she must take an examination covering the subject they are planning to teach.

Nurse educators need to demonstrate competence, confidence, and compassion to his/her learners for most effective results.

Use and fluency are different, when it comes to Nursing or any medical care giving, use of the industry terms in the native language of the practicing country is very important

 Fluency and native language do have an impact on communication and learning.  For example, if your students cannot understand what you are saying.....how can they possibly be given a true opportunity to learn (confusion and caos is the result).  Consequently, the institution is responsible for creating an environment conducive to learning, not hindering it... regardless of course or program of study.

Yes. In order to be competent educators, nurse educators must be able communicate effectively. This means they should have a solid grasp of grammar and the writing process. This idea was first incoporated across college campuses a few decades ago. It's called writing across the curriculum.
