Student should be measured by understanding of the subject/skill rather than mainly on multiple choice question, especially in certain trade/vocational institutions.
Tests should measure weather a student has gained knowledge. In subjective examinations, many times, we center on form rather than content. It is easier to mark off for a spelling mistake that spend time and really evaluate the answer.
