In teaching on-line my three biggest considerations will be:
1) Establishing the minimum standards for participation in discussions.
2) Encouraging students to participate, check back in at a later date and read other comments, even if they do not respond.
3) Encourage students to realize they can disagree with others, if you do then document the disagreement with sources that support your arguments, removing the mere opinion in a discussion or personal attacks.

Establishing minimum standards is an important factor - but not as easy as it sounds. Although you can quantify some components of discussion postings, others elements will always have to be evaluated qualitatively.
