One of the biggest impacts on a lot of schools for their overall conversion is the sources of leads. Leads from different sources such as TV, Newspaper, and Internet can have very different conversion rates for a school. This may or may not be an "issue" depending on if you budget a different conversion rate for each source or one overall rate for the school. If you budget one overall rate though and the mix of leads changes it can have a big impact on your conversion rate.
Other factors, such as rep turnover and ability can have a big impact in conversion rates.
