Encouraging Student Responsibility

Do you or your institution have any specific strategies for encouraging more responsibility on the part of the student? Are there any customer service techniques that actually discourage such responsibility and should not be used?

I think that being too helpful in terms of finding the answers for students can discourage responsibility. Students should be encouraged to use resources that are available to them. They need to learn to find their own answers--it's a good life habit I think.
