Each department head is present at orientation and briefly tells "our responsibilities to you our students".
Students leave knowing they can go to any department head and they will get the information they need or they are walked to where they need to be.
We have a whole team approach to orientation. All teams come in and tell the students how they will be a part of the student life cycle. The idea is for the student to get a conceptual idea about how many resources are leveraged in their favor. We remove the fear of approaching staff to ask questions and let them know that all of us are present to enhance their experience.
I think the instructors for that particular program should be most involved. They have the most in depth knowledge as far as what the expectations are of the particular academic path.
This is what our program does. It's a relaxed environment with the other people in their class.

In orientation we try to have both in-house and clinical instructors attend so the students can get an idea of what the entire journey will be like.

Each dept provides information on how they can assist the new student. Showing them they have a support system on campus.
We include our Education Department leadership, Program Supervisors, Student Ambassadors, and Career Services in addition to our Admissions Team in all of our orientations. They all have dedicated time intended to build relationships while educating the students on the opportunities and responsibilities that are associated with their program of choice.
Every department on campus attends and is involved in new student orientation. Students watch a powerpoint and each dept. highlights key points of their slide. Students are also given a print out of the powerpoint in order to match faces and names with the appropriate department.
All departments are involved in orientation; student services, career services, education, financial aid. At my college we span orientation over a five week period, where each department head meets with new starts each week and goes in depth about how that particular department aids in students development and progress and answer any questions students may have.
Usually all of our departments are represented at orientation since we all interact with the students. Each one explains how we can help the student and ask for questions or feedback.

During Orientation both our Dean of Education and Dean of students speak and then a demo that involves a student and a full time instructor is done before the new group leaves so they are aware of what to expect on the first day of class. Student Services speaks about the importance of attendance and how it is calculated and when the progress reports are issued.
