I hate having to deal with a cheating student, so my approach is to try to prevent it by walking around the classroom and standing in the back of the classroom so they know I am watching their computer screens. I also tell them to close out all tabs except for their test so that they can't easily switch tabs. There are programs out there that you can use that prevents them from being able to exit the test screen or open other tabs until the test is over.
