Key performance indicators help ensure alignment and prioritization of initiatives with the organizations goals and also provide a means to determine if the planned initiatives had the desired impact. At times when budgets are tight and people are required to do more with less it becomes even more important to have a createive and innovative culture that makes the necessary changes to ensure continued institutional effectiveness and improvement. Christine, I think you are correct. Collaboration does not always mean consensus but it allows all perspectives and stakeholders to have input which typically leads to a stronger solution. I think Jim Collins research that is reflected in his book Good to Great and in subsequent publications reinforce much of what you are talking about that is common among successful companies.
