I think it is important that both the CTE Administrators and CTE teachers who are receving the supplies and equipment understand the governing rules and expectations of managing those purchases.  

It ensures funds are spent on allowable and allocable expenses that benefit the CTE programs.

Perkins spending rules definitely support the goals of Perkins and help ensure the schools use funds to improve programming for CTE students.

No, it was not a surprise that there are many rules that govern the spending of federal funds.  The challenge comes in navigating the many rules and making sure the state policies align with all federal rules as well and then educating administrators on all of the necessary rules.
