The spending rules keep the focus on supplementing, not supplanting needs and focus on ensuring high quality CTE programs. 

It is not suprising that there are so many rules governing Perkins funding. I would expect with the amount of funding available, there would be specific regulatory guidelines. 

Management is about more than just managing people and things, it is about leading, understanding, and collaborating in such a way to improve the workplace. 

Both learners and instructors have a responsibility to engage in the learning, ensure timely connection, and to learn how to use the system prior to starting the class.
