My takeaway is the FERPA compliance become even tricky with new technology and online learning. When in doubt, ask students for permission, such as class recording. 

Many practical considerations warrant attention, such as potential conflict between state law and FERPA. 

Establish a clear procedure for students and intituation officials and follow the best practice. 

Educational records are maintained for sole educational purpose and students/familiies have the privicy rights. Such information should be guarded with proper privacy considerations both institutions and their employees. Violations will face consequence including fine, etc.
