Collect at beginning or end of class?
I have found it to be more beneficial to collect homework at the beginning of class. If I wait to collect until the end of the period some students will finish up on the assignment instead of listening to the new material being presented. They appear to be on task and appear to be taking notes but in reality they are doing neither.
I have done it both ways, collecting assignments at the start of class as well as at the end. I too have run into the same problem of students not paying attention to the new material. However, by collecting it at the end of class it give the students the opportunity to finish or polish it up.

I agree with collecting homework assignments at the start of class, to encourage students to be paying attention during class time. However, if there are concepts that require clarification for the students to complete the assignment successfully, I will allow a couple of minutes at the beginning of class time to answer student questions.
I agree. Students should arrive in class with their assignments completed and ready to hand in. Unless the assignment will actually be used during the class, it should be handed in at the beginning of class.
Yes, always at the beginning, unless more is to be added on to the previous day's answers. I don't take hand written assignments. If I get despondent looks, I simply ask if they think their boss would let them hand in a hand written MEMO or report. This usually gets a slow upward nod and it is usually not an issue for the rest of the quarter.
I teach a Career Development class and STRESS the importance of arriving to class on time (treating it more like a job). Therefore, I collect my students' work at the beginning of class and don't allow for late homework. So, if they're late to class, their work is late and then they don't acquire the points.
Sounds like there is a consensus...does anyone favor having work turned in at the end of the class?
