R2T4

When the R2T4 process changes, it was tedious to get adjusted to the new changes, but now it has become quite easy. We had to regroup and once it was clearly explained it became second nature. Another issue that has been recently occuring at our facility is the difficulty to receive the exit counseling when a student withdraws. It has been extremely difficult to get students to comply once they have decided to leave the school. Any suggestions on how to have students comply?

We run into the same problem. Many of our withdrawn students are folks who just go MIA and are dismissed due to attendance. Our loan servicer used to handle the R2T4 process. We start doing it in-house as of August 1st. I was thinking of mailing out the hard copy of the Exit Counseling Guide available as a PDF of the FSA website and document when you mailed it to the student.

You could also use this for graduating students who don't have internet access to do the exit counseling online. Page 19 is the Borrower's Rights and Responsibilties page that can be signed and used as proof of exit counseling.

we too, often times mail out exit counseling to students who have dropped without notifying the school. We find a lot of the times their address has changed and there is no current e-mail as well which pose other problems.

Same with our school as well. When a student goes missing and is withdrawn, it is hard to do in person exit counseling as you may never see them again. After sending mailers to students, we put a hold on their account if they are unresponsive. This way if the student calls in requesting transcripts or looking to re-enroll, the first thing we see in the system is the need for updated contact info.

Your comments speak to the same issue that many participants have discussed under this Return of Title IV Forum - the student that disappears from class. Your outlined procedures seem to be the best method to try and get the necessary information to the student to ensure their understanding of the exiting process. These students are the ones we are always most concerned about understanding their rights and responsibilities under loan borrowing.

I like your practice of placing a hold on the student's account until exit counseling is achieved. As noted by others, exit counseling is a difficult, but essential, compliance item. A hold on a previous student's account/student reccord is a reasonable and effective way to make sure the student talks to FA when they next contact the School.
