Our institution has no mechanism to help instructors know when to refer a student to an "expert." How do we know when the situation is beyond our capabilities?

Common sense and your comfort level should be your guide. That may vary from one person to the next.

What sort of "mechanism" would you like to have to give you guidance for when to make a referral? Who at your institution can make that happen?

I would think that trainings like this would be the first step. Perhaps approaching the director of education or someone in the student services department might help. They could arrange an in-depth training that focuses on challenges and resources unique to your area.
