Learners with inattentive behabior

How do you handle an adult student that is distracted and often carrying a conversation on the phone through texting.

Or watching a video on the phone and giggling to himself.  

He has been reminded numerous times that the phone is not allowed during class, but refuses to adhere to the rules.

Comment on Ramiro Onate's post: I would have a 1 on 1 official conference with the student and explore the reasons why he is unwilling to adhere to the rules.  Troubleshoot alternatives...if a conversation is necessary due to a true family emergency, then step out of the room.  If the student has issues with paying attention, holding a "fidget toy" or (better) taking notes during class can be helpful to give them something to do.

That said, it needs to be clear that the current behavior cannot continue.  It helps if you have a catalog or handbook that outlines rules of student conduct so you can clearly explain that this behavior is unacceptable and will not be tolerated.  Create a written action plan with the student and get them to commit to either following the rules for classroom behavior or they will be excused from class and given an absence for the day.

It is important not to ignore the behavior because it is distracting and unfair to the other students.
