Where to find the rights for info usage?
Where would you go to find out the copyright and infringement laws and how to contact such people to aquire the use of such information?

It is a little tough to say - how copyright works depends on the type of institution (private or public). In most cases you can contact the owner of the material directly and ask to use it.

There are federal laws on copyright material and every institution should have access to them, usually via the Internet. You can also contact the author directly and ask for permission.
That is not exactly correct. Copyright is determined by Federal Law. Title 17 of the Federal Code U.S.C. 114 -deals with the protection of public intellectual property, rights that were established by the U. S. Constitution. When using any material that is obtained from another's work, credit must be given and permission must be granted.
Most people do not recognize how far ranging this law is, in fact every time you use a copying machine or forward an email you are probably violating the federal statutes.
It is always best to err on the side of protecting another's property. Consulting an institution's legal department, library resource or counsel is much better than being serve with a lawsuit, criminal penalties and monetary loss.

There are some royalty free images available that explain on their site how to obtain photos and how to give credit so that the process isn't too difficult. Often, their lower resolution versions of photos are free if you include a link to the artist's website and/or their name. Be sure to read the rules, but I've had some success with this. Just google "royalty free images" and then do a little careful reading on interesting sites.
This has become a real issue in the for profit institutions!
